OCTOBER 12--The Federal Communications Commission today proposed fines totaling nearly $1.2 million against Fox Television affiliates that last year broadcast a program focusing on raunchy bachelor and bachelorette parties in a Las Vegas hotel. According to FCC commissioners, the April 2003 show "Married By America" violated decency standards by broadcasting "sexually suggestive" scenes like partygoers licking whipped cream off strippers's bodies. As noted in the below FCC Notice of Apparent Liability, the program--which aired nationwide on 169 Fox affiliates--also showed "a man on all fours in his underwear" getting spanked by two female strippers.
